Something to keep in mind if, as in your example where Florida bans censorship but NY requires it, it could be really hard for NY to win a lawsuit against a tech company because neither they, nor the people they wish to censored are in NY.

Its the same reason why Germany (for example) can't fine FB for Holocaust deniers using their service despite it being illegal.
